I am not sure if my > RPi3B+ isn't defective but it does boot stock 32-bit Raspbian image. Yes, I've deployed it literally 100s of times and I've had lots of other reports of success. What is the rating of your PSU? It's a wide shot but it's also the single biggest problem I see.
