failure with vncserver on F29 Xfce

This is on my patched Xfce system.  Patched in the sense that a dnf update got a good version of lightdm so that Xfce will run....

I am now working on VNCserver.  I did the following:

systemctl set-default multi-user.target

yum install tigervnc-server

Went to my user id and ran vncpasswd

cp /lib/systemd/system/vncserver@.service /etc/systemd/system/vncserver@:1.service

Then replaced all <USER> with my userid

systemctl enable vncserver@:1
firewall-cmd --add-port=5901/tcp --permanent

Then rebooted.

Tried to connecting to my IP addr, port 5901 and got connection refused.  Did some checking:

# systemctl status vncserver@:1

The XKEYBOARD keymap compiler (xkbcomp) reports:

What am I doing wrong?  The above worked with Centos7-arm Gnome system.
