mmc_block is not needed to be added.
you should drop a config snippet in a file such as
/etc/dracut.conf.d/pwrseq_emmc.conf
contents being 
add_drivers+=" pwrseq_emmc "
          
with that dracut will always include the modules when making
initramfs's
