So it works fine on my CubieTruck running Fedora 21:

OK.  So the project to use F19 and vlan is dead.  On to F21!  :)

But I worked out that with 'modprobe 8021q' I get the module loaded, but it
still is not working on addressing.  How do I get 802.1q to load at boot?
For me using NetworkManager to configure it the module is just loaded
automatically, I've just tested it because I needed to reboot to make
3.16.2 active and it's just loaded and the vlan is up.

I wasn't clear in that I was talking about F19 not loading 8021q at boot and needing to do the modprobe to get it to load.

It is good to hear that it just works with F21. BTW, tomorrow it is off to EU for IEEE 802 wireless, and I probably will not bring any test systems, so I will be off doing other things for a week...
