Just to confirm, adding --add-drivers ehci-orion to the dracut command allows the 3.10.10 kernel to boot successfully.
The previous kernel I was using was 3.7.5-201, which worked without any problem. I have now tested the last 3.9 kernel, kernel-kirkwood-3.9.11-200.fc18.armv5tel, which boots successfully. The first 3.10 kernel, kernel-kirkwood-3.10.4-100.fc18.armv5tel fails to boot, in the way described earlier.
This does seem to coincide with the addition of
CONFIG_USB_EHCI_HCD_ORION=m
into the kernel config.
