Need aarch64 patches. bz#950093
I have a patched glibc-2.17-14 building now. The patches in the bz
are backports of needed (for aarch64) things that didn't make 2.17.

The mesa we currently have in stage4 was built without hw drivers, so
this r200 code was avoided. This driver might not make sense for
aarch64.
