The mounting of a tmpfs on /run is done by the initrd, and on initrd-less
systems by systemd.
The problem is not in the mounting however, it is in the filesystem image
itself, simply untar-ing f18arm-latest-armhfp-xfce.tar.xz gives a directory
structure where:
/run is a dir, but is not empty
/var/run is also a dir
The biggest problem is /var/run being a dir rather then a symlink to ../run
/run not being empty is not an issue, but is a waste of diskspace.
