Check that when you untarred the rootfs on to the second partition, your 
host PC hadn't mounted the SD card nodev, ie, disallowing proper device 
node creation.

Also, what is the kernel commandline?  It's printed out near the start 
of the kernel dump if your loglevel is high enough.

Your kernel is only seeing and mounting the SD card after running for 
15s already?  What's happening the other 15s?
