The yum repository referenced in the most recent rootfs tar ball here:
http://ftp.linux.org.uk/pub/linux/arm/fedora/rootfs/rootfs-f12.tar.bz2

Is there a different yum repository that should be used?

There definitely is a F12 uboot-tools package, but it only appears to be 
in the x86/x86_64 repositories. It seems like a reasonably important 
package to have in the repository for the architecture that requires it. :)
