(Not that we haven't had some great talks over the years, of course!) Flock provides an opportunity for people who generally interact with each other only via email, IRC or in rare cases video-chat. I think attempting to convert Flock to an online-only event would result in losing the most important part of the event. In which case, I don't think that would be budget well-spent.
