If you are an ISV contributing to Fedora, then you are a Fedora contributor. I understand the requirement here basically says: I can easily contribute dist-git content without being a maintainer.

Which is today a blocker for me to contribute packages. Package example: langpacks, I want to allow appstream content translation but can't.


Other option: you want to say should allow people to contribute without a FAS account, which is more a legal issue (FPCA) than a technical one.
