All the concerns raised would be addressed by what I was/am/will-be proposing, and as such I would suggest to not do any rushed decisions right now.

And at least equally important, perhaps more, is what is "monitor"?
I totally get that we (being Fedora as a project) don't want to become
associated with hate speech, destructive content, etc. I think that
"monitor" could be a simple once-over for such things once, on an
on-going basis, or maybe it could imply active moderation (which is
not something that I'd like Fedora to get involved with).
Maybe the link can say something like "these forums are not monitored
or managed by the Fedora Project, and we are not responsible for
content" to get around any of the above.
That said, I think that this is the line of thinking that has
prevented us from doing such a thing in the past. However, it may be
an old, outmoded thought process. People are going to say things, both
helpful and not though probably more the former, and there's not much
that we can do to stop them. Especially if people at these places are
mostly helpful, let's link to them, IMO.
