We actually do have a mechanism in place for allowing them to install
differently in certain very specific ways:

https://fedoraproject.org/wiki/Packaging:Per-Product_Configuration

This doesn't directly include compilation-changed packages (though with some
serious gymnastics it could happen with alternative packages), but it does allow
an edition to run with a different default configuration.
