 On this point in specific: since the proposed policy calls for Working
 Groups to curate the list of third-party repositories (free software and
 non-free alike), there's actually a natural point for this. We could add
 that when a third-party non-free application is approved for inclusion in
 search results, the approving group should also submit a list of free
 software alternatives.
