 So, having re-read this, I think my main concerns are:

 1) Presentation of external vs. maintained by Fedora Project must be very
 clear
 2) Presentation of free software vs. non-free must also be clear, with
 non-free being opt-in
 3) The process for inclusion is community-based and community-driven.

 I think the proposed design for Software covers the clarity issues of
 points 1 and 2. I'm don't see the opt-in process mentioned, although I
 know we've talked about this previously. Fedora has a mission to actively
 support and promote free and open source software and I want to see this
 policy take an *active* part in that.

 On point 3, the document strongly notes that the enablement of various
 third party repositories will be done by working groups or SIGs. That's
 fine, but I'd also like to add that any group doing so must have a
 documented process which allows community input and which produces a
 traceable history (a ticket or something).

 Those are the big things. On a smaller note, I also am not sure about the
 There Can Only Be One goal. I can see value in that, but I can also see
 value in having both upstream and Fedora-packaged versions and letting
 users decide which they prefer. I'd also like to see "higher technical
 quality" prioritized over "provided by upstream" — I mean, it's great if
 upstream does the work, but if someone else can and will do it better,
 shouldn't we encourage that?
