 I'm not supportive of this as a Council action at this time.

 His behavior is certainly negative and not productive and I do not condone
 it in any manner.  However it is no worse than a number of other people on
 the devel list so singling him out without banning the others seems
 pointless.  Also, the list moderators are certainly capable of dealing
 with individual requests themselves and require no authorization from the
 Council to put someone on moderation.

 To get ahead of a potential argumentation: the other people are also heavy
 contributors to Fedora in a number of areas.  However, we should not
 tolerate detrimental behavior simply because they are productive
 elsewhere.  In fact, we should hold all of our major contributors to the
 same standards such that they are good examples of how we want our
 community interaction to look like.  Contribution is not an excuse to act
 like a jerk.
