Therefor it would be the best if you use the actual website which has the http://id.fedoracommunity.org alias to add your new web-app. In any case, if this is not possible (please try to find a common point in your community) and you choose to buy a separate domain, you need to sign the [https://fedoraproject.org/wiki/Trademark_license_agreement Trademark License agreement] before you buy that domain, as stated in Paul's link above. Finally, it's not that who comes first will keep the xx.fedoracommunity.org domain forever. If the actual page is not maintained anymore (I see there are some dead sections and a very old news link) the alias can be riassigned as smooge said.
