 I agree with waiting for appointed members - that's probably the part we
 did not understand in email conversation with Matt. In past, we tried to
 do the same for Board - but for different purpose. One seat was appointed
 *before* elections and one seat *after* elections (so the same issue could
 happen). But the reason was that FPL had some way how to steer Board
 members and make sure it's balanced (for example if Red Hatter was
 elected, the second appointee was from community or other ways how to
 balance Board). This does not apply anymore.

 On the other hand, elections process could take quite a while - so setting
 deadline for appointees as part of elections schedule would be desirable.
 And we can use this time to socialize Council a bit more in community to
 attract people to run for it :).
