 per topic 1:  In the interests of being cautious, and discussions in
 #fedora-advisory-board earlier today, I'm of a mind that that answer to
 comment 10 is currently no, at least as a default.

 I think I could be convinced that some sort of opt-in mechanism would be
 acceptable.

 topic 2: could consider leveraging similar remedies referenced in
 https://fedoraproject.org/wiki/Third_Party_Repository_Policy (in short,
 it's up to fesco and legal), considering web services similar to software
 in this regard.

 topic 3: still not sure, though again treating webservices analagous to
 software, we could leverage
