As I noted in the earlier discussion on pretty much the same topic, I don't think that the board was originally formed with the idea of being merely a administrative body with a limited scope as defined above. It is fine for the board to limit itself but it would be useful to document what the board believes to be its current responsibilities based on consensus. This is where a charter is useful. I would suggest that the board consider doing this.
