To be fair the Desktop spin isn't a 'spin' in the same sense. E.g. it is not listed on http://spins.fedoraproject.org and it is the default spin that is meant to be synonymous with 'Fedora' for new users as per the new website design meant to target our recently expanded target user base [1]. With that prominence comes a lot more responsibility towards the Fedora brand than other spins, unfortunately in the context of this issue. In other words, if the KDE SIG or LXDE or XFCE came to the design team and requested to use the upstream wallpaper for their DE instead of the Fedora one, I strongly believe it would much less of an issue.
