OK.

Goal #0:  Conduct a survey of Fedora participants (CLA + 1 group) to
determine what they view as project-wide issues that need resolution.
Create further goals from the prioritized results.

There you go.  If you don't like that goal and you want to keep
proposing specific issues to fix, that's fine.  But the problem you're
running into is 1) not everyone views the goals you laid forward as
even issues and/or 2) they don't feel fixing said issue will really
benefit them much.

Asking for comments on the goals you provided, or asking for
alternative goals on this mailing list is going to start leading to
bikeshedding quickly.
