This is quite incorrect.  We don't branch away from rawhide until we're
ready to /stop/ developing on it and start stabilizing the development
that has already been done.

Right, now Fedora 15 is open for development.  It has been open since
F14 branched, weeks ago.  It will remain open for development until the
Fedora 15 alpha freeze, many months ahead.  As soon as F15 is "closed"
for development and starts down its path of stabilization, Fedora 16
opens for development.

In light of this, I'm not sure the rest of your proposed changes re
branched make sense.  Can you re-think them with the above information?
