Fact is, it seems most regular users prefer a forum like interface, so to build this community you need some sort of web based solution. When this topic come up in the it-users mailing list, I suggested to find a solution bridging the mailing list content to a web page to a forum interface, so people would not be scattered between the two medium; this is very important (IMHO) since most "technical" people I know consider forums a waste of time...
