Fair point. It does paint a false picture in that sense. But regardless of the process used once the FPB stamps a seal of approval on a target audience it will have a permanence that it doesn't have otherwise. The FPB can change it later but surely is not going to be eager to revisit this. You would use the target audience for the default spin as the target audience for that purpose. A secondary benefit of this in my mind is it creates a framework for competition among spins to be the default spin and that competition should promote technical improvements in the spins.
