Note that the action was a result of a request made by Spot in that
actual meeting.  When I referred to hearing from multiple reports that
the front page for packaging could be less confusing, without needing to
touch the guidelines themselves, Spot agreed and said he would be very
interested in seeing some work on cleaning up the pages.  As Paul said,
the methodology in cases like this is to work up a draft in a different
location (e.g. User:Foo/Packaging_Guidelines_Draft.)  Since taking care
of our contributors is important, and packagers are a major contributor
group, it seemed clear that the wiki gardeners need to make this a top
priority task.
