On the other hand it raises the barrier. We have had repeated complaints from folks finding the process too difficult. Remember many of those people are just those who want to attend a event or two and talk about Fedora and things.
Then, these people should be directed to fedora marketing. Fedora Ambassadors Project is a bridge between the Fedora Project and the rest of the world.
