Most of the users have so far seemed to prefer opt-in to opt-out. Whatever we do needs to be explicitly defined, probably in the release notes but also wherever the opt-in/out sction is. Those that are concerned with privacy in any way will have plenty of notice ahead of time to simply not participate.
I'd rather not have an explicit opt-in/opt-out kind of decision other than "share my hardware profile support information with fedora developers - help us improve it!" with a link to a privacy policy.
