The problem is that if bugs are filed against the kernel with third party kernel modules loaded, it might be caused by the additional modules. The core kernel team doesnt want to deal with bug reports tha might be caused by third party modules regardless of whether the source is available or not and the usual response is for them to unload the module and try to reproduce the problem.
If Fedora Extras includes kernel modules and the core kernel team would want them to be unloaded first before any bug reports are filed then that looks schizophrenic.
