Error when creating repo

Im not sure if ive missed a step, but i am setting up a new install of cobbler 1.0.1-2 on rhel5.2

I have run
# cobbler repo add --name rhel-x86_64-server-5 --mirror=rhn://rhel-x86_64-server-5

and it seems to have setup /var/lib/cobbler/repo ok

I then run
#cobbler reposync

and i get an error

- creating: /var/www/cobbler/repo_mirror/.origin/rhel-x86_64-server-5.repo
- creating: /var/www/cobbler/repo_mirror/rhel-x86_64-server-5/config.repo
exceptions.IOError

   config_file = open(fname, "w+")

If i create the directory /var/www/cobbler/repo_mirror/rhel-x86_64-server-5 then it cures the error
