All the .po files are created with a UTF-8 charset, so your locale is not UTF-8 then that would certainly cause messed up accentuated characters. To be honest I don't know what todo here. Out of all the .mo files I have installed in /usr/share/locale/fr/LC_MESSAGES/ 170 are in UTF-8, and only 30 in iso8859-1, so virt-manager is following most common behavuour of other apps which are translated AFAICT. My preference is to say just use UTF-8 locales, unless someone has better suggestions.
