Ah, but they can :)
Cheetah has a "#include" directive. It turns out that cobbler snippets
are really little more than Cheetah #include's, so if you use #include
instead of SNIPPET:: inside your individual snippets, that all works.
No matter what you do we will always want more.
This is a good thing :)
