What is the OS you were using to do this with? The error you are seeing explains why it isn’t working… the system does not look to be registered with Red Hat networks and so it won’t allow you to get RHEL packages. 

If the system is a RHEL box and it uses to work then I expect this is a mock issue versus an EPEL one.
