And now, for an unrelated package, I have the opposite problem:

perl-DateTime fails to build because one of its dependents, perl-Specio
(noarch) depends on perl-XString, which is in CRB ... except on aarch64.

raised https://issues.redhat.com/browse/CS-2515 (hopefully the right place)
