 Powerful open source chess engine

Update Information:

Build with profile-guided optimization; respect distribution compiler flags (and
generate useful debuginfo); and use the x86_64v2 baseline requirement in RHEL9
to build for x86-64-sse41-popcnt architecture, resulting in a significant
performance improvement on x86_64.

Update Information:

Bug fix (patch) release v0.3.1, updating libbpf to the very latest upstream
version, which contains fix for feature detection code for kernel's __arg_ctx
native support. If your BPF programs don't use __arg_ctx annotations, you are
not affected.

Add watchdog_secs directive to config (thanks @errge)
Use full-speed for max_temp if supported
Only do temperature file globbing once
This should be a noop, but please file an issue if it causes a
  problem.
Packaging changes
zcfan.service now conflicts with thinkfan.service so starting one will
automatically stop the other
