It looks like Jonathan Wright was the person who first requested it, I don't know if he wants it or not..
I find it interesting that the person who has been maintaining the package in Fedora for the past couple years isn't listed on the owners list.
Doing some quick scratch builds, it looks like the latest version in Rawhide (qbittorrent-4.6.0-1.fc40) doesn't build on epel9
