The 'working group' is the EPEL Steering Committee which have meetings on Wednesday at #fedora-meeting at 20:00 UTC (I think). Changes like what you are looking at would be to open a ticket https://pagure.io/epel/issues so it can be discussed at the next meeting. Things to cover:

1. WHat versions of EPEL are you updating? (epel-8, epel-9, epel-8-next, epel-9-next)
2. What version is there already
3. What version are you updating to
4. What might break for someone when they do this update and how do they fix it? (aka recompile app, change config, etc).
5. Do you have a version in a COPR which can be tested to see that it works?
6. When do you plan to do the update after any approval

 
I'd like to update rocksdb to a newer version for consumption by ceph. (Ceph currently bundles rocksdb-7.9.2 IIRC for when the distribution's version is too old.)

AFAIK, AFAICT, ceph is the only consumer of rocksdb in EPEL (or in Fedora for that matter.)

I asked the maintainer of the epel rpms, and he referred me to the working group.

Thoughts?
