Have you tried adding `module_hotfixes=true` [1] to the EPEL repo
configuration file (/etc/yum.repos.d/epel.repo IIRC)?

It isn't going to help. The libssh2-1.8.0 is a dead package and no longer meant to be shipped in any module.
