EPEL and the new distribution-related macros

Quite recently a few macros were added to fedora-release: %dist_vendor,
%dist_name, %dist_home_url and %dist_bug_report_url.  These will
eventually be documented in the Fedora packaging guidelines and you can
see the initial PR at
https://pagure.io/packaging-committee/pull-request/1198

I was considering how this interacts with EPEL.  If these macros are not
added to RHEL then EPEL could just define them with EPEL-appropriate
values and all is well.

But if they are added to RHEL, EPEL will need to decide if the values
used by Red Hat (or whatever base distribution is being used to build)
are appropriate.  And if not, is it appropriate for EPEL to override the
RHEL values?  (This was done back in the EPEL6 days so there is
precedent but that was a long time ago.)
