Orphaning ustl package

Hello,

I'm going to orphan "ustl" package for several reasons:

 - the library is generally deprecated;

 - the maintainer has switched the C++ library type to static, which makes shared lib support no longer possible.

It should be harmless since there are no packages that depend on "ustl".

$ dnf repoquery --whatdepends ustl
ustl-devel-0:2.8-9.fc37.i686
ustl-devel-0:2.8-9.fc37.x86_64

$ dnf repoquery -q --repo=rawhide{,-source} --whatrequires ustl
ustl-devel-0:2.8-9.fc37.i686
ustl-devel-0:2.8-9.fc37.x86_64
