Does that mean it is going to be removed from the EPEL repo?
It is up to the package maintainer. If they do not think that 0.25.1 is secure to keep in the repo then yes it would be removed. EL7 now has 'a 2 year lifetime' until it is end of lifed, and so this starts happening where maintainers start finding that the work to keep something 'working' is higher than not having it. The way to fix this package currently would be to either go back to the older one or see if the 0.31.3 can work with the EL7 btrfs-progs OR someone ships a epel-btrfs-progs for EL7.
