This is a RHEL/CentOS Stream buildroot only package. It is only available in the koji buildroot and will not be shipped. An equivalent package will need to be built in EPEL to make builds work.
I'm not even sure it's in the buildroot.
One quick thing to look at is the tags of the builds.
If you look at both of the builds, you will see that they have no tags.
This is an indication that at some point the package was built for RHEL9, but has been taken out.
