Theres no need to do anything. 

This is a remnant from the way that epel8-playground used to work (it
made a package.cfg in epel8 branch and that caused 'fedpkg build' to
build for _both_ epel8 and epel8-playground). epel8-playground now just
inherits from epel8 and is only made if requested. 

fedpkg/fedscmadm just needs to finish adjusting and no longer make the
package.cfg file.
