The correct procedure for getting a package into EPEL 8 is to open a bugzilla[1] requesting it. That way it will go to the package maintainer. I did a quick look and it should be fairly easy for the maintainer to create the package. It looks like they updated argbash across all platforms, including EPEL8. So it's built, but they didn't do the process that actually put's it into EPEL8. So, I'm betting if you file a bug requesting it, they will be willing to do that one extra step and get it in.
