Thank you for bringing this up.
It looks like we need to go through that document and add a "EPEL 7" section.
We'll leave everything that is still applicable on EPEL 8, and pull
everything else into the EPEL 7 section.

After taking a quick look, it looks like the sections you list would
need to be in the EPEL7 section.
To me, it also looks like "Shared Libraries" needs to be re-written,
tweaked, or moved to EPEL 7.
