I'm having to specifically BuildRequires it. At some point (opencv-3.4.6-2) they moved the cmake files from /usr/share/OpenCV/ to /usr/<lib>/cmake/OpenCV/ ^^^ That's the thing I'm guessing is the problem. Still investigating.
