EL-7.6 packages needing recompiles

Doing a repoclosure against RHEL-7.6 and EPEL there are a series of
packages which need a version bump and rebuild.

  needs recompile for new deps: libibcm-15-7.el7_5.x86_64.rpm

package: opensips-event_rabbitmq-1.10.5-3.el7.x86_64 from epel-base
  needs recompile for new deps: librabbitmq-0.8.0-2.el7.x86_64.rpm

Since various ones are tied together, I would like to bump and
recompile them as a set to make things easier.
