I thought someone sent this earlier, but I was mistaken. To become a
Fedora/EPEL packager you should start here:

https://fedoraproject.org/wiki/Join_the_package_collection_maintainers

This outlines the steps and rules you will need to go through to
become a package maintainer. The packages will need to follow items
here:
