python-cffi (and other package ) problems in EL-7

With EL-7.3 out the door and CentOS packages getting into various
repositories, we are finding that there are some conflicts and other
problems. The primary one we have seen is with the python-cffi
package. RHEL pulled in an older version than what is in EPEL-7 so we
will need to pull out the old package and rebuild all the packages
that require it (python-cgit looks like one of them). Kevin Fenzi will
have more on this later.

Another problem is in the google-noto-fonts
https://bugzilla.redhat.com/show_bug.cgi?id=1396260 This is causing
the RHEL supplied packages to be removed. The packager will be
removing the obsoletes in the spec file to fix that.

I believe there are a couple other ones and they will be fixed as they
are found.
