EPEL-8 appearing on dl.fedoraproject.org (not an announcement)

So I was hoping that I would have 24 hours to finish writing my announcements.. but I found out that mirrormanager works better than I thought. Packages for an initial EPEL-8.0 are beginning to appear on the mirrors. That said they are in the 'I have built these and need people to test things' stage versus the 'please put these in your production environment stage'.

We will hopefully have things fully tested and ready by FLOCK next week.
